When Governor Francis Ogbonna Nwifuru inaugurated members of his Executive Council on July 20, 2023, he charged them with translating the ideals of his administration’s People’s Charter of Needs agenda into tangible dividends for the people of Ebonyi State.
Among those entrusted with that responsibility was Engr. Mbam Stanley Lebechi, a seasoned civil engineer appointed Commissioner for Works and Transport. Three years later, his stewardship of the ministry has become synonymous with aggressive road infrastructure development and a renewed commitment to connecting communities across the state.
As he marks his third anniversary in office, Mbam has reaffirmed his commitment to sustaining the momentum of infrastructural transformation initiated by Governor Nwifuru, while expressing gratitude for the confidence reposed in him.
Speaking with journalists in Abakaliki, the commissioner said his ministry has remained focused on constructing, reconstructing, and rehabilitating both urban and rural roads.
According to him, the administration’s vision is to extend quality infrastructure to rural communities, deploy modern road technology, and facilitate the movement of agricultural produce through the construction of roads, bridges, and flyovers.
"From the very first day I assumed office, I was inspired by the broad objectives of the ministry and the vision of Governor Francis Nwifuru. We quickly settled down to work in line with the People’s Charter of Needs policy, which seeks to take development to the hinterland and provide the people with the best infrastructure they deserve," Mbam said.
He noted that through intensive supervision and monitoring, numerous road, bridge, and flyover projects have either been completed or are at various stages of completion across the state.
Infrastructure Expansion:
Under Mbam’s leadership, the Ministry of Works has embarked on several road projects aimed at improving connectivity and boosting economic activities across Ebonyi State.
Landmark Projects Taking Shape:
One of the most ambitious ongoing projects is the VANCO Flyover. Slabbing of the deck at VANCO Junction is currently underway.
Upon completion of this phase, the Abakaliki–Ogoja Road section of the flyover will be opened to commuters, while work continues on the over one-kilometre underground tunnel and adjoining carriageways.
Mbam’s insistence on quality and strict adherence to standards is reflected in his routine inspection and supervision of project sites — a practice stakeholders say has significantly improved both the pace and quality of work.
Transforming the Ministry:
Beyond roads and bridges, the commissioner has also overseen improvements in the working environment of the Ministry of Works.
Within three years, the ministry’s facilities have witnessed significant structural and aesthetic upgrades, creating a more conducive atmosphere for efficient service delivery.
Observers say his administrative capacity and engineering expertise have enabled the ministry to execute numerous projects while maintaining a clear focus on the infrastructural aspirations of the present administration.
Commitment to the People’s Charter:
Mbam maintained that the ministry remains fully aligned with Governor Nwifuru’s determination to consolidate the gains of the "Divine Mandate" through massive infrastructure expansion.
"We are fully aware of the governor’s vision and determination to provide quality infrastructure for the people. We are committed to delivering the best and ensuring that development reaches every corner of the state," he stated.
Beyond his professional achievements, Engr. Stanley Lebechi Mbam is committed to giving back to the community through his foundation, the MSL Foundation. The foundation has made a significant impact by offering scholarships to numerous undergraduates and providing financial support to young entrepreneurs and youths in Ebonyi State.
As an ardent disciple of FON, he has also leveraged the MSL Support Group for FON to galvanize widespread support for the governor’s reelection bid in 2027, showcasing his exceptional capacity to mobilize people across all 13 local government areas.
As Engr. Stanley Lebechi Mbam celebrates three years in office, his scorecard reflects an administration intent on using infrastructure as a catalyst for economic growth and rural integration.
For many residents, the roads, bridges, and flyovers springing up across Ebonyi State represent more than physical structures — they are visible symbols of the People’s Charter of Needs agenda and a testament to the collaborative efforts between Governor Francis Nwifuru’s administration and the Ministry of Works in shaping a modern and prosperous Ebonyi State.
